A Broker Requires an ELD Before Releasing My Load

You have a load lined up and the broker will not release it until you connect an ELD. Here is what is going on, the quickest way through it, and what you are agreeing to share.

  • FMCSA-registered (ELD ID DDL996)
  • $20/truck, GPS included
  • No contract

Quick answer

A broker can require a connected ELD or tracking feed as a condition of the load, even if your vehicle is exempt from the federal ELD rule. The fastest path: if you already own a Pacific Track PT-30 or PT-40, open a DocuDrive account and move the device over, then connect in Highway or Trucker Tools. If not, order a PT-40 and tell the broker honestly when it will arrive.

What is actually happening

Two different rules get mixed up here. The federal ELD rule, in 49 CFR 395.8, applies to commercial motor vehicles as defined in 49 CFR 390.5: generally vehicles rated or loaded at 10,001 lbs or more in interstate commerce, with exceptions for short-haul work, older vehicles, and drivers who log 8 or fewer days in 30. That rule is enforced at the roadside and in audits.

The broker's requirement is something else. It is a condition of doing business with that broker. Brokers want proof that a carrier is real, that the truck exists, and that they can see where their load is. Many check this through platforms such as Highway and Trucker Tools. Because it is their freight and their condition, a federal exemption does not change it. If your vehicle is under 10,001 lbs, our guide for light vehicles covers the federal side.

What to do today

  1. Ask the broker exactly what they need. Which platform (Highway, Trucker Tools, or their own), and whether an ELD connection or a phone tracking app satisfies them for this load. Get it in writing in the load conversation.
  2. Check whether you already own a device. If you have a Pacific Track PT-30 or PT-40 in the truck from a previous provider, you can move it to DocuDrive with no hardware purchase. See bring your own ELD.
  3. Open a DocuDrive account. Sign up online. You get a 14-day free trial, then $20 per truck per month, month to month. Use your carrier name and USDOT number exactly as FMCSA has them.
  4. Get the device reporting. Plug it in, log in to the driver app, start the engine, and drive. A platform has nothing to show until the device reports.
  5. Connect in the broker's platform. Select DocuDrive as your ELD in Highway or Trucker Tools and authorize the connection.
  6. Ask the broker to confirm. Have them check that they see your truck before you roll to the shipper.

The fastest path, and an honest note on timing

If you already own a PT-30 or PT-40, this is the quickest route. Once your DocuDrive account is active and the device is reporting under it, you can usually connect as soon as the account is active and the device reports, because no hardware has to ship.

If you need a device, order a PT-40: $149 one time, free shipping, yours to keep. Shipping takes time, and we do not promise delivery dates on this page. Do not tell a broker your device will be live today if it is still in a box somewhere. Tell them when you ordered and that you will connect when it arrives, and ask whether they will take a phone tracking app for this one load in the meantime. Brokers deal with new carriers every day, and a straight answer helps you more than a missed promise.

If you are on a PT-30, it will work for the connection, but its location comes from the driver's phone. When the phone dies or the app closes, the broker loses you. The PT-40 has its own GPS and LTE connection and reports from the truck. See the PT-30 vs PT-40 comparison.

What the broker sees, and what they do not

Connecting an ELD to a broker platform is about location and load status. The broker can see where the truck is and how the load is moving, which is what they asked for.

Your logbook stays yours. Your Hours of Service records, log edits, DVIRs, and IFTA mileage records live in your DocuDrive account. A broker does not get them unless you choose to share them. The exact fields each platform displays are set by that platform, so if you want specifics, ask Highway or Trucker Tools what they show brokers.

A few habits that keep the arrangement fair to you:

  • Authorize connections only for brokers you are actually hauling for.
  • Read what you are approving when a platform asks for consent.
  • Keep your carrier details consistent across FMCSA, DocuDrive, and each platform, so your truck never shows up under someone else's name.

What you get beyond the broker connection

The $20 per truck per month covers Hours of Service logs, DVIRs, IFTA mileage by state, roadside Inspection Mode, real-time GPS tracking, the driver app, a web portal for the office, and U.S.-based support. There is no contract, so if you only needed this for a stretch of broker freight, you can cancel anytime. Cancel inside the 14-day trial and you pay no service fee and keep the device. Details are on the pricing page.

Common questions

Can a broker legally require an ELD if my truck is exempt?

A broker can set conditions for giving you its freight, including a connected ELD or tracking feed. That is a business requirement, separate from FMCSA's ELD rule. Your exemption still matters at the roadside, but it does not oblige a broker to release a load.

How fast can I connect DocuDrive for a broker?

If you already own a Pacific Track PT-30 or PT-40, you can usually connect as soon as your DocuDrive account is active and the device is reporting. If you are ordering a PT-40, the connection waits until it arrives and is installed, so plan around shipping time.

Will the broker see my Hours of Service logs?

The connection is for location and load visibility. Your logs, DVIRs, and IFTA records stay in your DocuDrive account and are not handed to a broker unless you choose to share them. Each platform decides which fields it displays.

Which platforms can I connect DocuDrive to?

DocuDrive is a connected ELD in Highway and in Trucker Tools. In either platform, select DocuDrive as your ELD and authorize the connection. If a broker uses a different system, ask them what they accept.

What if I cancel after the broker load is done?

DocuDrive is month to month with no contract. Cancel inside the 14-day trial and you pay no service fee and keep the PT-40. After the trial, cancel anytime and billing stops. The device is yours either way.
