UCR Registration: Who Must File, 2026 Fees, and Deadlines

An annual registration for interstate carriers, brokers, freight forwarders, and leasing companies. The fee is per company and set by fleet size.

  • FMCSA-registered (ELD ID DDL996)
  • $20/truck, GPS included
  • No contract

Quick answer

Interstate for-hire and private carriers, brokers, freight forwarders, and leasing companies must register for UCR every year at ucr.gov. The 2026 fee is $46 for 0 to 2 vehicles, $138 for 3 to 5, and $276 for 6 to 20. Approved 2027 fees are $55, $167, and $333. Registration is due before January 1, after which states can enforce.

Who must register for UCR

Unified Carrier Registration is a federal program run by participating states. The fees fund state truck safety programs. You must register every year if you operate in interstate or international commerce as any of these:

  • A for-hire motor carrier, including carriers that haul only exempt commodities.
  • A private motor carrier of property, such as a contractor or distributor hauling its own goods across state lines.
  • A freight broker.
  • A freight forwarder.
  • A leasing company that leases vehicles to motor carriers.

Two points catch people. Hauling your own property does not exempt you. And a company with an MC number but no heavy trucks still registers, usually in the lowest bracket. If the only freight you touch moved interstate before you picked it up, such as a container from a port, that can still count as interstate commerce. The "Do I need to register?" questionnaire on plan.ucr.gov walks through the edge cases.

UCR fees for 2026 and 2027

The fee depends on how many commercial motor vehicles you own or operate. Brokers and leasing companies that are not also carriers pay the lowest bracket. The 2026 fees below apply to the 2026 registration year. FMCSA approved higher fees for 2027, effective October 1, 2026, and the 2027 registration portal is already open.

Vehicles2026 fee2027 fee
0 to 2$46$55
3 to 5$138$167
6 to 20$276$333
21 to 100$963$1,163
101 to 1,000$4,592$5,548
1,001 or more$44,836$54,165

The fee is per company, not per truck. A three-truck carrier pays $138 for 2026 and $167 for 2027, total.

How the vehicle count works

For a carrier, the count is the commercial motor vehicles you own or operate, which for UCR generally means power units at 10,001 pounds or more. UCR offers two ways to count. The simpler one uses the number of power units on your most current MCS-150, the registration data FMCSA has on file. The other counts the vehicles you actually ran in interstate commerce during a set 12-month period. Keep your FMCSA registration accurate, because carriers on automatic renewal are billed from it. If you add trucks mid-year, check whether you have moved into a higher bracket.

Light vehicles under 10,001 pounds do not count toward the bracket on their own. If one pulls a trailer in interstate commerce and the combination is rated or weighs 10,001 pounds or more, it counts.

Deadline and enforcement

UCR registration is due before January 1 of the registration year. After that date the fee is still owed, and an unregistered company can face state enforcement. Officers check UCR at roadside and at scale houses, and a missing registration can mean a citation. The UCR Plan recognizes the inspectors who write the most UCR violations each month, which tells you how seriously some states take it.

For a new carrier, the rule is simpler: register before your first interstate trip. If you start running in November or December, check whether you need both the current year and next year, since the next year's portal opens October 1.

How to file at ucr.gov

  1. Go to ucr.gov. This is the official National Registration System. Type the address yourself.
  2. Enter your USDOT number. The system pulls your company record from FMCSA and asks you to accept the terms.
  3. Choose the registration year and confirm your vehicle count. Pick the counting method and check the bracket it puts you in.
  4. Pay online. Save the receipt with your company records.
  5. Consider automatic renewal. The system can renew you each year using the power units on your MCS-150 and the card you authorize.

Enforcement checks your status electronically by USDOT number, so the record matters more than any paper. Keep the receipt anyway in case a record is slow to update.

Mistakes to avoid

  • Paying a lookalike site. Many websites charge a service fee on top of the UCR fee. The fee itself is set by federal rule and listed above.
  • Assuming intrastate means exempt. If any of your freight is part of an interstate move, ask before you skip it.
  • Forgetting the second year. A carrier launched in late 2026 may need 2026 and 2027 in close succession.

Common questions

Do owner-operators need UCR?

Yes, if you run under your own authority in interstate commerce. A one-truck carrier pays the lowest bracket, $46 for 2026 and $55 for 2027. If you are leased onto another carrier and run under its number, that carrier registers and counts your truck.

Is UCR the same as IRP or IFTA?

No. UCR is a flat annual fee per company based on fleet size. IRP is apportioned plate registration based on miles by state, and IFTA is a quarterly fuel tax return. A heavy interstate truck usually needs all three.

When does UCR registration open?

The portal for the next registration year opens October 1. The 2027 registration year opened October 1, 2026, and payment is due before January 1, 2027. States may enforce against unregistered carriers after that date.

Do I need UCR if I only have vehicles under 10,001 pounds?

If you are a carrier, broker, or forwarder with operating authority, generally yes, and you pay the lowest bracket because those vehicles are not counted. A light truck that pulls a trailer with a combined rating of 10,001 pounds or more is counted.

What happens if I do not register for UCR?

You still owe the fee, and roadside officers can cite you. Penalties are set by each state. Registering late does not erase a citation already written, so register before the first trip of the year.
